The primary service area for the Luce Bayou Interbasin Transfer Project (Luce Bayou Project) is Harris-Galveston Subsidence District (HGCD) Regulatory Area 3. This area encompasses all of north and west Harris County and includes portions of the City of Houston as well as regional water authorities in unincorporated areas of north and west Harris County. In addition to Harris County, the service area for the Luce Bayou Project is also conceived as extending into Montgomery County as a mechanism for providing future surface water supply to meet growing demands in that county as well.
According to the 2006 Region H Water plan and the 2007 State Water Plan, existing permitted surface water supplies in the San Jacinto River Basin for Harris and Montgomery County, including Lake Houston, Lake Conroe, and run-of-river supplies in the San Jacinto River, are not sufficient to meet the growing demands in the service area. However, additional existing permitted supplies are available in the Trinity River for use in the service area to supplement existing supplies in the San Jacinto River Basin. The Luce Bayou Project will facilitate the diversion of these needed additional raw water supplies from the Trinity River into the service area to serve the growing municipal and industrial demands for surface water for the next approximately 50 years.
